No action regarding this projected deficit is recommended at this time, since it is possible that it will be eliminated by more favorable results in the months ahead.

In general, revenues and expenditures of [[underlined]] Unrestricted Special Purpose Trust Funds [[/underlined]] are expected to remain on budget.  Significant expenditures, however, are now projected to occur in FY 1980 from previously reserved funds of the Collections Acquisition, Scholarly Studies, and Educational Outreach program (included in the schedules under "Special Programs").  Purchase of the Vincent Melzac collection are for the National Collection of Fine Arts ($1,029,000) and the Gilbert Stuart portraits of George and Martha Washington for the National Portrait Gallery ($2,750,000) will cause a
