[[underlined]] Federal Equal Opportunity Recruitment Program. [[/underlined]] The Civil Service Reform Act of 1978 requires the Smithsonian to establish a minority recruitment program to eliminate underrepresentation of women and minorities in the federal work force. This program supports the government policy that the federal work force should reflect the nation's diversity.

Within the Smithsonian, the personnel office is responsible for establishing and implementing this (FEORP) program. The following actions have been taken to date:

1. The Smithsonian policy for this program was issued on July 7, 1980. Its provisions were informally followed by the personnel office prior to its official issuance. The essence of this program requires that any occupation which is underrepresented by women and/or minorities undergo special efforts to correct that imbalance. Such special efforts might include expanded recruitment sources, reviewing job requirements to assure that such requirements are valid and job related, reducing the grade of the job to a more junior level so that its job requirements are not so extensive and difficult, and develop special trainee jobs for which women and minorities might be considered. Personnel actions in underrepresented occupations are ultimately reviewed by the Assistant Secretary for Administration and, in some cases, by the Under Secretary, prior to completion.

2. Mailing lists for job announcements have been reviewed and expanded substantially. Many additional minority and women organizations were added, as were community action groups, colleges and universities. The mailing list is now coded for occupations and women or minority interest.
