The decision to build a Support Center with three storage bays, (298,000 sq. ft.) instead of the four originally planned (338,000 sq. ft.) inevitably shortens the period of time the new structure will serve the Smithsonian's needs.  It was our expectation that a building with four storage bays would be adequate until the end of the century; the smaller building should serve until the early or mid-1990's.  However, since the original plans for the building envisioned expansion in any case, the somewhat reduced size means that expansion will occur somewhat sooner.  We are convinced that our decisions concerning the Support Center are prudent and cost-effective ones which will produce a fully useable and efficient building consistent with the plans and needs of the Institution, and in keeping with the information previously presented to the Congress.  If you or your staff desire further details, we will be pleased to provide them.
