6.  In accordance with policies adopted by the Board of Regents:

a.  The Director, on the recommendation of the Commission, shall have the authority to deaccession from the National Museum of American Art works of art valued at less than $1,000.

b.  No object of art in the permanent collection of the National Museum of American Art valued at more than $1,000 shall be exchanged, sold, or otherwise disposed of without prior approval of the museum Director, the museum's Commission, the Smithsonian's Office of General Counsel, and of the Secretary.

c.  No object of art in the permanent collection of the National Museum of American Art valued at more than $50,000 shall be exchanged, sold, or otherwise disposed of without prior approval of the museum Director, the museum's Commission, the Smithsonian's Office of General Counsel, the Secretary, and the Board of Regents. 

d.  The exchange or sale of any object of art in the National Museum of American Art shall be reported to the Board of Regents by the Secretary and the proceeds from any such sale shall be used solely for the acquisitions of works of art for the National Museum of American Art.

B.  [[underlined]] Other Committees [[/underlined]]

Other Committees consisting of a member of the Commission as Chairman, and any desired number of associates, not necessarily members of the Commission, may be appointed by the Commission on any subject coming within the purview of the Commission, e.g., development, traveling exhibitions, etc.

C.  [[underlined]] Vacancies on Committees [[/underlined]]

Vacancies occurring in any Committee may be filled by the respective Committees until the next regular meeting of the Commission; any member then selected to fill a vacancy shall serve for the remainder of his predecessor's term.

V.  [[underlined]] MEETINGS [[/underlined]]

A.  There shall be an annual meeting of the Commission, which shall be held in the City of Washington, District of Columbia, in December each year.

B.  In carrying out the functions of the Commission, a quorum shall consist of one-half plus one of the total membership at the time of the vote.

C.  Special meetings of the Commission may be called --

1.  By the Chairman or Vice Chairman by notice served personally upon or mailed to the usual address of each member twenty days prior to the meeting.

2.  By the Chairman, in the same manner, upon the written request of five members of the Commission.

3.  By the Secretary of the Smithsonian, in the same manner.
