[[underlined]] Complaints Program. [[/underlined]] During FY 1980 there were twelve complaints of discrimination and one complaint of reprisal filed. Allegations or issues included non-selection for promotion (6), termination (2), and 5 others.

During this fiscal year, five complaints that were filed during previous years were brought to conclusion. In two cases, the Smithsonian decision of "no discrimination" was affirmed by the Office of Review and Appeals at EEOC; two were settled and the complainants received retroactive promotions and back pay; and one final decision was rendered with a finding of "no discrimination."

[[underlined]] Community Outreach. [[/underlined]] One barrier to successful employment of minorities and women is a negative attitude toward institutions perceived to be discriminating against them. One aspect of our outreach program is designed specifically to foster a positive Smithsonian image to these groups. For example, during FY 1980, the Institution mounted exhibits or sent representatives to 4 ethnic or women's national conferences, and placed outreach messages in two ethnic publications. These efforts in FY 1980 reached about 100,000 people.
