Sir:
Agreeable to your instruction dates Petro. paulski, Aug. 24th 1866 [[insertion]] ? [[/insertion]], I proceeded the next day on bard brig "Olga" to D'Castries accompanied by Lieut. R. J. Bush.
On the trip down we were becalmed three days in Boussole Channel and one day in the Gulf of Tantary.  We also experienced a heavy gale in La Perouse Strait, but on the whole had a very agreeable and quick passage arriving at D'Castrues on the afternoon of Sept. 10th August 29th.
  As the navigation from the Nicolaersk is dangerous and difficult, owing to shallow water and a crooked shifting channel, vessels stop first at D'Castries and then are towed bu by Govt. steamers or sail up after obtaining a pilot from Nicolaevsk.  There were six vessels in port on our arrival, some of them awaiting steamers.  In the morning we went on shore and visited the Telegraph station, endeavoring to communicate with Nicolaevsk.  The line was working to Soffisk on the Amoor river, but beteween there and Nicolaevsk it was out of order,
