Resolution for FY 1983), the Board of Regents must certify the availability of the non-Federal sources before any construction appropriation can be obligated. While the Regents anticipated that the requisite funds will be raised, they discussed various sources of trust funds, including planned future year transfers to endowment, which could total up to $10 million and serve as a back-up or "safety net" to the fund-raising efforts without program impairment. It was noted that funds derived from a safety net should be replaced with funds raised.

Given the success of efforts to date, the strength of future prospects and the existence of trust funds in the event insufficient funds are raised, it was

VOTED that the Board of Regents expresses gratitude to the Congress and the President for the authorization of the Quadrangle project and the anticipated implementing appropriation; and
that in view of the strong support for the Quadrangle project shown by domestic and foreign governments, foundations, corporations, and individuals, the Board affirms full confidence in the ability of the institution to source from nonfederal sources remaining funds to total $37.5 million towards Quadrangle project; and

that the Board of Regents further pledges that unrestricted trust funds of the Institution will be directed to the project to the extent necessary to guarantee its commitment of $37.5 million of nonfederal funds; and

that the Board therefore certifies that, with an appropriation as requested, total project funds of $75 million are available and construction may commence.

[[underlined]]Museum Support Center and Inventory[[/underlined]]

The Secretary highlighted a report on the construction of the Center, now more than 90% complete, ahead of schedule, and within budget. Favorable bids were received for supplying the storage equipment for "wet" collections, while specifications continue to be developed for other kinds of storage equipment (to be bid in January 1983). Other equipment purchases for laboratories have been made this year, and plans are being formulated for an efficient move of collections and staff in the coming year.
