academic and professional networks should contribute further improvements in the profiles of Smithsonian employment.  The Committee and staff thanked Judge Higginbotham for his great interest and constructive suggestions, and the Judge agreed to assist the staff in solving problems as they develop.

As the Committee turned its attention to the organization of book publishing (on which topic a paper had been distributed in advance), Mr. Hughes introduced the following staff who joined the meeting:

Mr. Hughes observed that the nature of Smithsonian publishing activities appropriately became a concern of the Regents about five years ago, when the Institution first engaged in publishing books for a popular audience through mail order marketing.  Mr. Euell explained that measures were taken from the beginning to ensure that such publishing would involve minimal direct competition with private industry, such measures including co-publishing and retail distribution arrangements and the internal controls of the Smithsonian Publishing Council.  Through careful market testing the Institution has been able to develop and market to a select readership special books which have served as stimuli, rather than competitors, in the book industry.  The success of this publishing, coupled with the recent reorganization of the publishing activities, Smithsonian Institution Press and Smithsonian Exposition Books, under a single management known now as the Smithsonian Institution Press, has enabled the Smithsonian to be more creative in developing and marketing new titles, under the continuing scrutiny of the Publishing Council.  In discussion it was noted that the Smithsonian's relatinos with the publishing industry and the university presses have been excellent.
