Given the success of efforts to date, the strength of future prospects, and the existence of trust funds in the event insufficient funds are raised, the Board approved the following motion to enable construction to begin according to schedule:

VOTED that the Board of Regents expresses gratitude to the Congress and the President for the authorization of Quadrangle project and the anticipated implementing appropriation; and

that the view of the strong support for the Quadrangle project shown by domestic and foreign governments shown by domestic and foreign governments, foundations, corporations, and individuals, the Board affirms full confidence in the ability of the Institution to secure from non-federal sources remaining funds to total $37.5 million towards the Quadrangle project; and

that the Board of Regents further pledges that unrestricted trust funds of the Institution will be directed to the project to the extent necessary to guarantee its commitment of $37.5 million of nonfederal funds; and

that the Board therefore certifies that, with an appropriation as requested, total project funds of $75 million are available and construction may commence
