As a recipient he would join, appropriately enough, Hubert Humphrey, who did the most in Congress to assure passage of the Act which incorporated the Museum into the Smithsonian. Furthermore, it was Frances Humphrey Howard, the late Senator's sister and Vice Chair of the Museum's Commission, who proposed the resolution urging the Board's action.

For all the above reasons, the following motion was approved by the Board of Regents:

VOTED that the Board of Regents awards the Henry Medal to Warren Robbins in recognition of his inspired and untiring efforts in establishing, building, and bringing to the Smithsonian Institution the collections, staff, properties, and public good will which together constitute the National Museum of African Art.
