Sir,

It having been represented to the Commissioner that great destitution prevails at Wilkesboro' N.C., and in its vicinity, you are directed to make requisition on Col Thos. P Johnston, Disbursing Officer, at Raleigh N.C., for such articles of clothing, not exceeding one thousand (1000) suits, as may be necessary to relieve the same.  If it is practicable, the entire amount required should be embraced in one requisition;  if not, requisition may be made from time to time as necessity may indicate.

As the supplies will be of Clothing, Camp and Garrison Equipage pertaining to the QM Dept, USA, the issues of the same will be made on receipt rolls, and the property will be accounted for as directed by Circular No 21, issued by the Commissioner June 27, 1867, (copy enclosed).
