Hon. Commissioner of Indian Affairs

Sir:

In accordance with your request I herewith [[strikethrough]] transmit to you [[/strikethrough]] offer my observations, upon the condition of the Omaha tribe of Indians and in reference to the advisability - [[strikethrough]] according to my judgement [[/strikethrough]] of inaugurating certain changes in the main agreement of their affairs such as the dismissal of government employees &c.  Were these observations of a passing glance character, they [[strikethrough]] my suggestions so grounded [[/strikethrough]] could have little value, but I have spent some years in the [[strikethrough]] observation among [[/strikethrough]] study of the people, [[strikethrough]] and [[/strikethrough]] am well known in their towns [[strikethrough]] circles [[/strikethrough]] and am familia with their lives and struggles.
