PLAN OF ORGANIZATION 
-FOR THE-
OMAHA RESERVATION

The reservation to divided into three (3) Districts:

1ST DISTRICT––Townships 25, Ranges 9 and 10; and the Sections of Township 26, Range 9.

2D DISTRICT.––Townships 24, Ranges 9 and 10.

3D DISTRICT.––Townships 24, Ranges 7 and 8; and Townships 25, Ranges 6, 7, and 8; and the Sections of Township 26, Range 8.

OFFICERS

Three (3) Trustees for each District; One (1) Justice; One (1) Constable; One (1) Roadmaster or more if needful; One (1) Commissioner.  The three (3) Commissioners from the three Districts to form a Board of Commissioners to which shall be added a Secretary and Treasurer.

DUTIES OF OFFICERS

THE BOARD OF COMMISSIONNERS shall assess a poll tax of one dollar upon all males over 18 years, and authorize its collection; assign the amount of labor each man shall perform on the roads, and fix the fine for the non-fulfilment of this duty; authorize the payent of the salaries of the various officers, and all other expenditures and payments of the public money; receive the monthly reports of the District Trustees; cause all marriages, deaths and births to be registered by the Secretary; appoint guardians and persons to settle up estates, and have general supervision and responsibility of the reservation, and to report monthly to the Indian Commissionner or Agent. 

SECRETARY. He shall keep a complete book of records containing the acts of the Board of Commissioners; file the reports rendered by the Trustees of the three Districts; keep the registry of marriages, deaths and births, and attend to other duties connected with his office. 

TREASURER. He shall keep account of all money received from whatever source; pay all bills authorized by the Board of Commissioners, and attend to all other duties connected with his office.

TRUSTEES. They shall see that all children of school age attend school, and shall visit the schools and acquaint themselves with the progress of the children of their District; they shall receive the reports of the Justice and Roadmaster and shall also receive all money collected by the Justice, Roadmaster or Constable for fine or tax; they shall transmit this money together with a monthly report of their District, for which they shall be responsible to the Board of Commissioners.
       
JUSTICE. He shall preserve order in the District; send the constable to arrest offenders of the public peace; all petty offences shall be tried and settled by him; all grave charges shall be remanded by him to the monthly Court of Justices; the Justice shall report monthly to the Trustees, and turn over all money received by him to the Trustees.

CONSTABLE. His duty shall be to arrest offenders and bring them before the Justice, and to carry out the orders of the Justice and Trustees, and transmit to the trustees all money collected by him either taxes or fines.

ROADMASTER. He shall have charge of the roads and bridges; inspect the same and report monthly upon their condition to the Trustees; he shall see that each man works upon the road his time as fixed by the Board of Commissioners, and report to the Trustees those who neglect this duty.

MEETINGS OF THE BOARD OF COMMISSIONERS.

The Board shall meet the first Monday in every month to transact the business with which they are charged; the Secretary and Treasurer shall be present; the Trusteeds of the three Districts shall report at these regular monthly meetings. 

THE COURT OF JUSTICES.

The three Justices of the three Districts shall meet on the first Monday in every month and from the Court of Justices, before which all cases referred by a Justice, and all cases appealed from the decision of a District Justice shall be tried; the decision of this Court shall be final except in cases involving life or a large amount of property, these shall be referred by the Court to the Agents for trial in the U.S Court; all decisions of the Court of Justices shall be in accordance with the laws of the State of Nebraska.

ELIGIBILITY TO OFFICE.

No person who has been convicted of any crime shall be eligible to any office. 

FISCAL YEAR.

The fiscal year, after the present year 1886, shall begin on January first. 

ELECTION OF OFFICERS.

All officers shall be elected by ballot on the first Tuesday in November of each year. Election to be held in each District at a place designated by the Board of Commissioners.  Officers enter upon the duties of their office January first.
