They will then become preeminently the servants of the people & guardians of public order.  And it would be another step toward educating the people in the obligations incurred by receiving [[strikethrough]] protection [[/strikethrough]] & enjoying protection & public order, [[strikethrough]] that [[/strikethrough]] should these judges be paid by tribal funds.  This points however are such to have interested me deeply, as when changes are proposed one must immediately provide for the new requirements, & they [[strikethrough]] have [[/strikethrough]] seem to be such [[strikethrough]] simply & without disturbance have that of president by the [[/strikethrough]] with comparative ease as the manner indicated.
