with the Agent, I would submit the following, as to be the Rule which shall govern titles to allotments, and would ask the Department to approve it.

Rule Governing Allotments:

All members of the Omaha Tribe of Indians, having their homes on the Omaha Reservation on the date of August Seventh, 1882, when the Act of Congress was approved by the President of the U.S., shall be entitled to an allotment of land in accordance with the provision of said Act. 

This Act, being based upon a governmental [[action?]] will permit decisions to be made with out arousing controversy. The latter would be sure to arise were the Rule made dependent upon Indian Counsels or relationship.

By the Rule as proposed no one justly entitled to land will suffer loss. On the contrary
