May 23, 1883, and March 10, 1884, on which occasions the claims of Mrs. Euphrasia Peters and other mixed-blood relatives of the Omaha tribe were fully and openly considered.

The letter of Geo. W. Wilkinson, U. S. Indian Agent dated Nov. 4, 1882, contains the following opinion:  "It is in my opinion that Mrs. Peters is not entitled to an allotment of land because she has not in any manner identified herself with the Tribe and was not living with them at the time of this treaty [[of?]] 1865." As this opinion was formed after studying the provisions of the Act of Congress of August [[9?]] 1882. which Act [[6?]] is the governing [[?]] of the allotments now being made, it is further [[?]] evidence that the claim of Mrs. Peters [[?]] upon the letter of Geo. W. Wilkinson, U.S. Indian Agent, dated June [[?]] 1882 is groundless even in the [[estimation?]] of those [[like?]] [[establish?]] her claim not [[?]] in accordance with the treaty of March 6, 1865 [[?]] the Act of
