parent or parents "drew out from the tribe", claim that they have never had any benefit from their proportion of tribal funds, which their parents appropriated, and that they never having received land are still entitled to a their share of the tribes reality.

The applicants are;
Peter James, Oscar F. Jr. & Frank Waggoner.
Ashly, John, Nellie, and Celia Landrock.
The ten children of Newton Purdy.
William St. Cry, Joseph Payer.
All these are living at present upon this reservation.

Owning to the fact that this Agency does not possess a set of the United States Statutes, and that the book of Indian treaties does not afford a complete registry of the legal transactions between the U. S. Government and the Indian tribes, I am unable to ascertain the provisions of the bill which permitted certain Winnebagos to withdraw from the tribe, and become citizens, or the act authorizing the removal of the Winnegabos from Minnesota; to that which provided for the issue of the patents now [[?]] the people.  I cannot therefore judge whether or not the law already determines right to land in the cases herein presented:  If it does, should they be allotted under the Act of Feb 2, 1887?
