Sir:

I have the honor [[torn]] the following report on the progress of the work of allotment among the New Perce Indians of Idaho.

Under Authority of the President dated April 13, 1889, and Instructions from the Secretary of the Interior and Commissioner of Indian Affairs May 4. [[strikethrough]] 1889. [[/strikethrough]] I left Washington on May 20 [[strikethrough]] 1889. [[/strikethrough]] and reached the New Perce Agency Idaho May 29, 1889.

Soon after my arrival I discovered that the tribe were quite unprepared to accept allotment and were very generally opposed to the Act of Feb. 8, 1887.  At three different councils held during the early part of June I sought to explain
