My dear Francis

I am at work recasting and rewriting Chapter V "Tribal Government.

I am very glad that Mr Gurley called my attention to it for when I had to cut up the galleys and shift the material about it disarranged matters and caused this chapter to seem to be full of repetitions, where as at first these were references for the sake of clearness.

The first sub - heading is "Development of Political Unity" under this I speak of the dangers arising from disintegration and the efforts made to hold the people together. I refer to customs and ideas common to the five cognate tribes which are all more or less related to conceptions of the cosmic forces. The Wind as a life-giving power, the Thunder as symbolic of the War power, etc. I also
