The Asst commissioner directs to transmit herewith Thirteen 75/100 dollars in payment of your account for transportation and exchange

The freight account should either have been charged in first account or upon the bill of the parties from whom you purchased the goods, and the check would undoubtedly have been received by them without deducting exchange - Your way of transacting the business only complicates business - by a multiplicity of papers to avoid which every care should be taken
