In the issue of Rations no Record was kept in this Office till the month of May, showing how many were issued to Whites and how many to Blacks. since that time the average number of Rations issued to Whites has been about nine per-cent, as will appear by the statistics hereto annexed.
  
From the time I took charge of the District no Rations were issued to able bodied people.
