II.--A Board of Officers is hereby appointed to meet at Fort Macon, North Carolina, at ten o'clock A.M., on the 28th instant, or as soon thereafter as practicable, to inquire into and report upon the recent escape of several general prisoners at that post. The Board will also ascertain and report whether any precautions have been omitted by the post commander, or his subordinates in this instance, and what measures should be taken to prevent similar occurrences in future.
