Supts. are incomplete rendering a fuller report impracticable. Every effort will be made to secure full and accurate reports hereafter. At present the Sub. Districts comprise from three to four Counties. Of course it is utterly impracticable under the circumstances to render that complete protection to the Freedmen that doubtless the Administration contemplated in the institution of this Bureau. If Asst Supts. remain permanently at their Hd. Qrs. it is oppressive both to the whites and Freedmen to travel fifty or sixty miles to have their differences adjusted and many grievances will remain unredressed. If the Asst. Supts. visit periodically the different Counties, each County remains practically two thirds or three fourths of the time without an officer and parties guilty of criminal offences have every opportunity to escape before any measures can be taken to secure their arrest. It is therefore earnestly recommended that, the necessity of having at least one officer to each County, be brought to the attention of the Commissioner, and that every effort be made to secure the detail of the necessary number of officers. There are at present six officers on duty in this District as Asst. Supts., one of them being temporarily detached. The District comprises nineteen Counties. The efficient performance of the duties pertaining to the Bureau will require at least thirteen additional officers. In the County of Caswell, a citizen named [[?]] is reported to have murdered a Freedman during the last week in January and made his escape. About the first of the month, in the County of Wayne an assault and highway robbery was committed upon two Freedmen by some white men, one of whom is supposed to be a man named King, the others unknown. The parties have not yet been arrested. These are the only crimes of a serious nature in the District, in which the Freedmen are concerned, that have been reported in which the perpetrators have not been brought to trial. |

NOTE I. - In the Column of Remarks, give all facts of interest or importance in relation to the Freedmen, and the practical workings of the Bureau, particularly in relation to the Contract System, whether there is an increasing desire on the part of Freedmen to obtain work, or the contrary, temper of the people in reference to Freedmen, &c., &c.

NOTE II. - This report will be made by District Commanders on the 14th and 28th of each month, from the last report of Stations received at that date.  It will be sent from each Station or Freedmen's Camp by the officer in charge thereof, in season for the District Report to be made out as directed above.  The Column of Remarks, in addition to the remarks of the Officer in Charge of Station, will contain any suggestions or remarks of the District Commander.
