Comd'g the Dep't. on communication from Capt. Seely dated 2d inst., which I received while in charge of the office of the Asst. Commissioner during his absence, it will be seen that the Military Police who have heretofore served the processes of Asst. Supts. and executed their orders of arrest, are not subject to the orders of officers on duty in this Bureau, and that such officers must make requisition on the nearest Post. Commander for Military force for such services.  Unless mounted orderlies can be detailed for duty at the offices of Asst. Supts they can have no means of summoning the parties complained of to appear before them.  In the case of prisoners charged with crimes, the Asst. Supts have no means of confining them from the time of their arrest till time of trial, and, after sentence is passed, no means of sending them to the nearest Military Post for execution of sentence.

In the County of Wayne Asst. Supt. Glavis states that the Civil Authorities have consented to be charged with the execution of sentences passed by him, but in other places they decline to act, as they are not allowed any fees for their services.  It is thus evident, that with the means at the control of officers of this Bureau at the present time - not only must the grievances of the Freedmen go unredressed, but white Citizens and honest and industrious Freedmen suffer from the petty theifts and depredations of the idle and vagrant who can thus continue their marauding with impunity. |

NOTE I. - In the Column of Remarks, give all facts of interest or importance in relation to the Freedmen, and the practical workings of the Bureau, particularly in relation to the Contract System, whether there is an increasing desire on the part of Freedmen to obtain work, or the contrary, temper of the people in reference to Freedmen, &c., &c.

NOTE II. - This report will be made by District Commanders on the 14th and 28th of each month, from the last report of Stations received at that date.  It will be sent from each Station or Freedmen's Camp by the officer in charge thereof, in season for the District Report to be made out as directed above.  The Column of Remarks, in addition to the remarks of the Officer in Charge of Station, will contain any suggestions or remarks of the District Commander.
