July 8th [[faded writing]]

Hon. W. R. White
Wheeling West Virginia.

Dear Sir:

When the people of Fairmont or other places have obtained land and deeded it to the School Board for [[unclear]] public free School for Colored people and when they are able to go on and put up the School [[faded script]] Building with our help, then we will help the amount of two hundred dollars ($200,00) in each place. I am in haste and cannot write more to day, but believe this answers your question [[unclear text]] for regard to the Society that will send teachers. Of that I cannot certainly write now, but that matter will be all right

Very Respectfully
[[?]]

John Kimball
Supt. of School
