Gnl Howard also wants a representative in that valley who will see that the colored people are not imposed upon,  who will encourage them to save money & buy property and who will show them how to live like a free intelligent people.  Nearly all the places where we propose to work can be reached by steamer on the beautiful Kanawha  River.  There will be no difficulty about a boarding place at Charleston.  The climate is excellent  the country very rich but undeveloped.  We want this man to go very soon, the schools are now in operation and the house building must be attended to this summer. 

Any other than the best kind of a man will not do.  The General promises to pay half the salary of such an one.  

Gnl C H Howard Dr Reyburn, Mr White, State Supt of Schools & myself have just returned from a 10 days trip in this Valley & other parts of W Va.
