Dear Sir
I have just returned from a tour of inspection of the Schools and find yours of the 20th inst before me. I wish I could say to you that it was time that the State of Md had assumed the charge of the Schools, but such is not the case. There can be no possible chance for our Schools in Md till a new Legislature is elected, in which we hope to have a controlling power. The Legislature sits only [[biannually?]] and the Senate only changes half of its members every two years. At present
