Churchill [[vol??] C.S reported to me on the 4th of Sept. stating that as his orders were to come to Hd.Qrs [[Head Quarters]] neither you nor Col Davenport would take the responsibility of ordering him to awate instructions at Matamoros. He was ordered to join Genl Lane's Brigade and left on the 8th for Camargo, Matamoros [[&c? &c?]] I am thus particular as I have been informed (unofficially) that you ordered him not to come here. If this be the case, I would suggest that a statement of the facts be furnished to the C.G.S for file in his office and that a copy be sent to Major Churchill. P.S. There are two mills (four horse power) belonging to the Department in town, one compate. I believe they do not answer, would it not be well to sell them. Please inform me what they cost.
