Fresh Flour, Bread, Rice & (when the new crops can be bought) Beans are most needed.

General,

I hasten to report, through you for the information of the  Auditor of the Treasy Dept. that Lieut Joseph Kellogg late Regimental Quarter Master and A.C.S. 16th Infty receipted on Aug" 29, 1847 to D"Lerazo Flova (Lebexiarro de la Garza Agent) for . . . one beef valued at Eight Dollars . . . [[underlined]] $8. 00 [[/underlined]] and for which I paid said Garza on Nov 26, 1847, when the receipt was was first presented - in order that said Kellogg may be charged with the amount if he has not accounted for it on final settlement of his accounts.

Your receipt to the [[aleade of Marine ??]] dated Novembr 5th 1847, for substence (Bread and [[?]]) amounting to 5 31/100 was presented to me on Nov 30th and paid.

You will please inform me on whose account these supplies will be accounted for - also what circumstances [[?]]of the purchase necessary, as it is presumed that Detachments draw provisions here at Cerravo, to last them on the intermediate march.

The commanding General also directs that hereafter when procuring supplies on certificate, you will at once notify the officer who is to pay the account, and state the reasons for the purchase and on whose papers the articles bought will be accounted for, the quantity and cost of each article must always be stated.

Sir,

Your receipt to Layman [[?]] dated Agua Feio Nov 26 1847 for one beef low estimated at 3 30/100 was presented to me on the 27 and duly paid.

I have now to request that you will inform me on whose accounts this beef will be accounted for.   The regulations of the army and the regulations of the Treasury Dept. require that such accountbility be preserved.

I am also directed by Gen: Wool (Comdg' army of the occupation) to say that hereafter you will please to notify me by letter when giving such certificates and explain the necessity of the purchase, as well as name the assistant Commissary of Subsistence on whose papers the article will be accounted for.
