In view of the fact that the trustees of the Howard Normal School, made the alterations for which aid is requested, under the impression that the written promise of the [[strikethrough]] written [[/strikethrough]] Commissioner to aid them in all necessary work, assured them of its payment by this Bureau I recommend that aid to the amount of $1,000 be given them
