Is of the opinion that had she been a white person her case would have been differently acted upon.  Has been informed that through the Bureau she would get redress.  Says the assault may be repeated at any time.

States that the Commissioner desires him to issue his report for the six months ending Jany. 1st 1870, on the 1st of February next:  that to do this it will be necessary for State Supts. to forward their semi-annual narative statements with statistical report for December, promptly at the close of the year.  Requests that the statement of general facts be interspersed with incidents, anecdotes &c.
