An increase of $2,179,000 above the Institution's request for Salaries and Expenses was recommended by the House compared to a reduction of $1,246,000 recommended by the Senate. The House approved virtually all items within the original request except for reductions relating to utilities and rental space and savings from the curtailment of summer hours; in addition, increased funding was provided for such priority needs as security guards and equipment, replacement of scientific equipment at the Astrophysical Observatory, cataloguing of rare books and the collections inventory reconciliation process, as well as for a Truman centennial exhibition and for grants to the John F. Kennedy Center for the Performing Arts and to the American Association of Museums. By contrast, Senate action eliminated all of the House increases with the exception of the funding provided for security personnel and a portion of the scientific equipment needed at the Astrophysical Observatory, and imposed various other reductions totaling $2,681,000. Primary among the Senate reductions was a decrease of $1,000,000 for operation of the Museum Support Center, representing anticipated lapse savings.

The full amount of the Institution's construction request was approved by both Houses; however, an amount added by the House to the Restoration and Renovation request for studies relating to the establishment of a Museum of American Culture and Anthropology at St. Louis, Illinois was eliminated by the Senate.
