This multi-year program would begin with an FY 1986 request of $6,500,000 to construct a terrestrial laboratory at the Tivoli site in order to vacate current inadequate leased space in Ancon, both of which are in Panama City. The entire plan is estimated to cost a total of approximately $12,750,000 over four fiscal years and also would include construction at the Naos and Galeta sites, as well as on Barro Colorado Island. A Master Plan has been initiated to refine program requirements and cost estimates.

[[underlined]] Whipple Observatory (Smithsonian Astrophysical Observatory) [[/underlined]] - Since the installation of the multiple-mirror telescope (MMT) at the Whipple Observatory atop Mount Hopkins near Tucson, Arizona, facility improvements have been accomplished through restoration and renovation funding of such projects as service roads and research support facilities at the Observatory. Due to site restrictions imposed by the Forest Service, administrative support facilities have been located in leased space approximately 18 miles from the summit at Amado, Arizona.

P.L. 98-73, approved August 11, 1983, provides authority or the purchase of property on which to construct a permanent base camp. This base camp will serve as the administrative nexus and logistical support area for all activities conducted on the mountain. Funding for the purchase ($150,000) is included in the budget request of the Institution for FY 1985. If this and construction authority is approved, the Institution would seek an estimated $3,000,000 for construction in FY 1986. A Master Plan detailing program requirements will be undertaken prior to construction.
