Also under consideration is a proposal from the Visions Foundation, a non-profit organization created to promote an understanding and appreciation of Afro-American culture, for a one-time grant. With this grant, the Foundation would continue preparations of cultural events and publications to strengthen the scholarly base and resources for observance of the first national King Holiday in January 1986. The Institution has also been requested by the Foundation to provide administrative support similar to that which is provided [[first letters underlined for emphasis]]Reading Is Fundamental[[/first letters underlined for emphasis]] and the Woodrow Wilson International Center for Scholars. 

To assist the Cooper-Hewitt Museum in its efforts to raise the necessary outside support for its expansion project, it is proposed that an amount of $500,000 be advanced over the next two years for professional fund raising assistance. This amount, which is based on a preliminary construction estimate of $15 million, and could increase based on more precise construction estimates, would be provided in annual increments./ An amount of $100,000 is recommended in FY 1984 with future increments contingent upon evidence that satisfactory progress is being made. To the extent that funds raised exceed the construction requirements, the Cooper-Hewitt Museum would be asked to reimburse the Institution's unrestricted trust funds up to the amount provided for campaign expenses.
And finally, to the extent revenues continue to exceed present projections, it is proposed that the transfer to general unrestricted endowment, now budgeted at $2.5 million, be increased by an amount of up to $500,000.
