Captain —
In compliance with circular No. 9 from Hd Qrtrs Asst. Com. D.C. I have to report as follows.

I was appointed Asst. Supt. of this Co. Nov. 6th, but did not receive this circular until the 16th of Nov.; hence it has been impossible to comply with its provisions so far as regards the "ascertaining the names and places of residence of all freed people living together as man and wife without having evidence of lawful marriage". I have, however, caused this circular to be published quite extensively to the people of the County, and from such general information as I have been able to obtain upon the subject am of the opinion that fully one half of the freed people living together as man and wife have no evidence of lawful marriage.
