In accordance with Par 2 Special Orders No 49 Current Series from these Head-Quarters I have the honor to submit the following report of an Inspection of the affairs of this Bureau, and the condition of freedpeople in the Counties of Jefferson and Berkeley West Virginia.

Schools supported by the Free Baptist Home Mission Society are open at Harpers Ferry, Shepherdstown, Martinsburg and Charlestown.

At the place first mentioned, there is one day school with forty two pupils. It was opened October 22 1866 in a Government building pertaining to the Ordnance Department. There is also a Sabbath School with fifty pupils.
