State of West Virginia County of Upshur, Office of Board of Education October 24th 1867.

Mr. John Kimball. Dear Sir

Yours of Oct. 11th came to hand in due time, and in answer, must say I laid the matter before the Board of Education, and they in accordance with your request called on the carpenters for their Bill for the building of the House for a Free Colored School, Itemized, which they have produced, and is herewith Certified by the Board of Education; this Bill includes the Stove furnished the House in completing it for the intended use the house was built for; as the Stove was to be furnished in the Contract for the building of the House: And if the Stove will not be allowed in the account, you will have to erase it. And the Board will have to use the money set apart for the Colored Children to pay the Carpenters for it. 

In relation to the Board owning the lot where the House is erected on, I must say, I stated to you that the Board had articled with the person [[strikethrough]] for [[[/strikethrough]] owning the ground, for the use of the lot for that purpose free of Charge, until he may wish to sell the lot, then the Board, is to have the refusal of the lot, or have the privilege to move the house off the lot to such lot as the Board may designate or purchase for that purpose. All of which are on record in said Office. There are no Money belonging to the fund for the Colored Children to purchase a lot with: And indeed we have no School House in the town for the whites, But have to use
