Your favor of the 3d inst. respecting a first class man to work among the Freedmen in West Va. is received.

I think we can find the man - but he will need $1300. salary, and we cannot afford to pay over $400. - If Gen'l. Howard can give such man $75. per mo. we will make up the balance.
