Genl. C. Howard

Dear Sir,
My reports are coming in slowly, some of my Co. Sup. are very willing to co-operate with me. I had an interview last Saturday with some of the more intelligent colored people of Fairmont. They determined to purchase a lot forthwith. I [[underlined]] suppose there are some forms required before the aid promised by you can be secured. In case of the Fairmont people I would be gratified to proceed with out any further delay. [[/underlined]] The idea of gathering the colored people to certain points in order that they may receive educational facilities seems to please them. We have a goodly number of refugees from Va, among them. I would be pleased to obtain the address of the association that proposes to aid our col'd people by sending teachers,

Yours truly and most respectfully
