Respectfully returned. No reference is made to Delaware in the order transferring to the Assistant-Commissioner of the District of Columbia the jurisdiction formerly exercised in Delaware by the Assistant Commissioner of Maryland, nor does it clearly appear what his authority and duties in that state were. In the absence of any direct instructions relating to Delaware, it is presumed that the Commissioner intended to invest the Assistant Commissioner of the District of Colombia, with the same person in Delaware as was exercised by Gen. [[underlined]] Brooks, [[/underlined]] until restricted by positive orders.
