F. and A. L. Washington Aug 8th 1870" in reference to disabled Colored soldiers who are entitled to the benefits of the "National Asylum for Disabled Volunteer Soldiers." Which Circular I had also received from General Whittlesey, and I have acknowledged the receipt to him also. Yours very respectfully [[signature]] Wm R. Wilmer [[/signature]] Agent &c.
