–19– The steps taken include hiring freezes, curtailment of equipment for research and collections management, postponement or cancellation of a number of planned exhibitions, cancellation of a number of free public programs, cutbacks in travel in selected units and a reduction in the Institution's publication program for scholars and the general public. The Smithsonian also found that, given the budgetary restrictions, it would not be possible to institute extended summer evening hours in 1986 and has so informed its Congressional Committees. Reductions were made with due attention to the priority of important institutional commitments that must be met over fiscal year 1986 and subsequent years. Such projects include the equipping of the Museum Support Center in Suitland, Maryland, to house and conserve the national collections and the preparations to occupy and open the Quadrangle. The distribution of the GRH reduction in the operating budget includes an approximate $1.7 million in research, $1.3 million in collections management, $1.2 million in activities related to exhibitions and other public programs, and $3.4 million in building and facilities management and security (including the elimination of summer evenings hours) as well as general administration, for a total of $7.6 million. Other appropriation accounts, including the Special Foreign Currency Program, Construction and Improvements at the National Zoological Park, Restoration and Renovation of Buildings, and the Construction Account, took 4.3 percent reductions to make up for the remaining $1 million. The effects of these reductions are fewer grants of foreign currency funds to United States institutions, trimming of equipment and design efforts associated with new construction at the Zoological Park, and minor cuts in planning work, projects or equipping associated with the renovation of buildings and with Quadrangle construction.
