enthusiastic and mass low-income audience.

For the more cosmopolitan residents of the Federal District (the capital, equivalent to the U.S. District of Columbia), INBA imports major foreign theatre groups such as the Comedie Francaise, the Old Vic and the Kirov Ballet.  They play the big downtown Palace of Fine Arts first, and sometimes either go to the huge 15,000 seat national auditorium (a stadium) or to other cities.

Two other branches of the Mexican government have active theatre programs.  The University in Mexico City is busy with avant-garde and experimental works, many by bold and promising young local dramatists.  The very well financed Social Security Agency, whose chief was head of INBA a dozen years ago, operates two good-sized theatres in Mexico City.  These are the 600 seat Xola and the 800 seat Hilalgo, and they have tended to favor the classics.  The Seguro Social has plenty of money--probably more than INBA, and a determination to "raise the standards of and supply a full life to the workers."  It runs its own program of opera, folk ballet, sympony and art shows.

The Social Security cultural program has been criticized as an expensive and unnecessary duplication of the Institution's efforts.  INBA's own activities have not won the unanimous approval of Mexico's theatre people.  The restless "young tigers" are not contented, although even they admit that INBA has made substantial strides and is contributing significantly to developing both artists and audience.

"We do not pretend that INBA has done a perfect job," says Celestino Gorostiza, "but we have made a real effort to meet our responsibilities to the nation.  In the past six years, the Institute of Fine Arts has put on more than 10,000 performances of theatre for more than 4,610,000 people--some of whom never saw a play before.  We still have a lot more to do"
