Institutional grant and contract activity will be updated as information becomes available. At the moment expected levels include several initiatives in astrophysics and biology, but it remains possible that some of these will not be realized and a decline in funding and staffing levels is possible during the latter part of the planning period.

[[underlined]] Foreign Currency [[/underlined]]

Fiscal year 1986 was the last year the Institution received an appropriation of excess foreign currency funds. No funds were sought in fiscal years 1987-88, or again in fiscal year 1989. The Institution will, however, continue to administer funds that were previously appropriated to the program for support of overseas research and research centers or that may be transferred to the Institution under special arrangements such as the U.S.-India Fund. Levels of funding could approach $1.0 to $1.5 million in future years but are not presently contained in the Institution's projections through fiscal year 1993.

[[underlined]] Construction, Renovation and Restoration [[/underlined]]

Reflecting the need to examine plans and priorities for construction and renovation and restoration, the [[underlined]] Prospectus [[/underlined]] for fiscal years 1989-1993 will document projects under way in the short-term and describe in more general terms those to be considered in the out-years. The fiscal year 1989 budget request seeks $2.8 million in construction funds for the Barro Colorado Research Laboratory at the Tropical Research Institute, $3.2 million to complete the Whipple Observatory Base Camp, $5.3 million for initial work on the Aquatic Habitat exhibit and for a variety of projects and repairs at the Zoological Park facilities, $1.0 million for planning the renovation associated with the General Post Office Building and future facility planning and design; $3.2 million to configure more effectively existing space and make improvements to accommodate current activities; and $20.2 million for restoration and renovation projects at other Smithsonian buildings and facilities. During this same period, the Quadrangle linking tunnel project (supported with trust fund and Federal appropriations), the Tupper project at the Tropical Research Institute (financed with appropriated and donated funds), and the new terrace restaurant at the Air and Space Museum (fully funded with trust funds) are being completed.

For years after fiscal year 1989, various projects under consideration will be described without reference to a specific timetable for implementation. Besides the continued pursuit of developing the General Post Office Building, Tropical Research Institute and Astrophysical Observatory facilities, among major construction proposals to be highlighted will be an Air and Space extension, Cooper-Hewitt development, added facilities for the American History Museum, expansion of the Hirshhorn Museum and Sculpture Garden, a new building for housing the Anacostia Museum, potential facilities for a Museum of the American Indian, and facilities for major exhibits and parking at the Zoological Park.

Known requirements for Renovation and Restoration exist for at least $40 million annually to address a backlog of maintenance, repairs and improvements to existing buildings and facilities, and major cyclical
