As noted at the Regents' meeting of February 1, 1988 (see Minutes, p. 96), House Report No. 100-498, which accompanied H.J. Res. 395, making further continuing appropriations for fiscal year 1988, includes language allowing the Smithsonian to use up to $200,000 to study the feasibility and estimated costs of options for the Museum of the American Indian that include:

- Maintaining the collection at one or more sites in New York City;

- Co-location at one or more sites in New York City and in Washington, D.C.; and

- Relocation to a newly constructed site on the Mall in Washington, D.C.

In light of the Appropriations committees' request for a report as promptly as possible, Smithsonian staff, in cooperation with the Director of the Museum of the American Indian, Heye Foundation, had drafted a "Scope of Consulting Services" document and developed a process for selecting a qualified contractor to conduct the study.  The most recent actions in the Congress, referred to above, suggest, however, that the study should be held in abeyance until a later date; the guidance of the Appropriations committees is being sought.
