10.  Estimated at $1.6 million per site for initial exhibit installation, program capital equipment, move of staff, and establishment of advisory councils.

11.  Estimated operating costs for each center are $1.25 million with major program applications being exhibitions, education and training, administration, and building services.  Assumes staff at each center will include a director, administrative officer, 2 exhibit specialists, 2 training coordinators, a public affairs specialist, 3 clerical/technical support personnel, 2 building engineers, 2 custodians, and 10 security positions.  Basic support required is estimated at the Smithsonian-wide museum average of 22%.  Additional amounts included are for utilities, programs, supplies, and advisory council support.
