next five years include: maintenance and encouragement of Institution-wide communication to foster operating and program improvements; continuation of efforts to improve staff quality, with particular emphasis on equal employment and affirmative action initiatives; critical evaluation by bureaus and offices of activities to identify resources that can be redirected to more important efforts; and elevation of management's use of information on spending and resource distribution patterns to facilitate analysis of the relative importance of competing resource needs. Institutional administrative objectives include: the elimination of operating and funding deficiencies in protection, plant services, safety, and health services to the visiting public and staff, and improving and refining accounting, personnel, and procurement systems.

For years after fiscal year 1990, the [[underlined]] Prospectus [[/underlined]] will describe various construction projects under consideration without reference to required funding or to a specific timetable. Besides the development of the General Post Office Building and Tropical Research Institute facilities, among major planned construction projects are: an Air and Space extension; Cooper-Hewitt development; added storage facilities for American History and other Museums; expansion of the Hirshhorn Museum and Sculpture Garden; a new Anacostia Museum; potential facilities for a Museum of the American Indian; and facilities for major exhibits and parking at the Zoological Park. The Repair and Restoration of Buildings will require at least $35 million annually to address a backlog of maintenance and repairs, and major cyclical replacement of building systems. It will require many years to eliminate the backlog and to meet systems replacement needs.

[[underlined]] SECURITY CLEARANCE NEEDS, PROCEDURES, AND AUTHORITY [[/underlined]]

It was noted that, while the Smithsonian does not engage in any classified research, since 1959 the Institution has been a party to a Security Agreement with the Defense Investigative Service of the Department of Defense (DIS) for the protection of classified information that may, on occasion, be released to the Institution. In order to obtain and maintain the personal clearances necessary for this limited number of Smithsonian employees (currently 48), the DIS requires the Institution to have a "facility clearance," under which the organization's governing body, or a management group designated by that body, must be cleared to the level of the organization and have responsibility over matters involving the security of classified information in the possession of the Institution. Accordingly, it was resolved that

The Board of Regents hereby assigns the responsibility for matters involving the security of classified information in possession of the Institution to the "Security Committee" consisting of the following individuals who are cleared to the level of the Institution:
