The Committee's fall meeting will be held in New York on October 18. The agenda will include brief presentations by the advisors and a discussion of alternate investment options, e.g., real estate and venture capital.

The Chairman, Mr. McHenry, has proposed that a third Regent be added to the Committee. According to the Bylaws of the Board of Regents, the Committee is to include three Regents. Regents Humelsine and McHenry currently serve. Mr. McHenry has suggested that Regent Norman Mineta be asked to join the Committee. In accordance with established procedures, the Chancellor may appoint a member to the Committee with the approval of the Regents.

[[underline]] THE SECRETARY'S REPORT [[/underline]]

Mr. Adams began his oral comments by noting that the Smithsonian had been engaged in negotiations, recently completed, to arrange for the relocation of people occupying abandoned houses at the Environmental Research Center in Edgewater, Maryland, to public-assistance housing provided by the Anne Arundel County government. While he regretted the need to take these actions, Mr. Adams said the Smithsonian must be in a position to ensure that its properties are used to the extent possible for the research programs for which they were acquired. It was acknowledged that one elderly tenant will be remaining in the most sound structure because of commitments made for a life tenancy at the time of the land acquisition, and prudent precautions will be taken to maintain the soundness and safety of the house. The abandoned residences will be razed as soon as practicable.

Mr. Adams referred briefly to conditions in Panama under which the operations of the Smithsonian Tropical Research Institute has been operating, and he noted that plans for a Regents' trip will need to be postponed until those conditions seem more propitious.
