(b) The Board of Trustees shall--

(1) adopt bylaws to carry out its functions;

(2) designate a chairman from among its members, and such other officers as may be provided for in the bylaws;

(3) report annually to the Board of Regents of the Smithsonian Institution on the display of Native American objects and artifacts, on the conduct of educational and research programs, and on other matters within its discretion; and

(4) submit an annual report to the Congress which shall include the proceedings of the Board and a full account of the Board's financial operations for the preceding fiscal year.

(c) The Board of Trustees shall consist of the following:

(1) The Secretary of the Smithsonian, the Secretary of the Interior, the Director of the National Endowment for the Humanities, and the Librarian of the Library of Congress shall serve as ex officio, nonvoting members.

(2) 24 members to be appointed to serve three-year terms by the President from a list of recommended nominees provided by the Speaker of the House of Representatives, the President pro tempore of the Senate, and the Board of Regents of the Smithsonian Institution.
