[[underlined]] REPORT OF THE EXECUTIVE COMMITTEE [[/underlined]]

On January 12 the Executive Committee reviewed the proposed agenda for the January 30, 1989 meeting. It was reported that fiscal year 1988 Trust funds had closed comfortably better than budgeted, while fiscal year 1989 Trust funds are in particularly short supply because of certain budgetary amendments reflecting on-going obligations from fiscal year 1988. It was also noted that excess fiscal year 1988 funds for the Federal Employee Retirement System were reprogrammed for the expeditious recruitment of 18 minority professional staff, that the Office of Management and Budget has endorsed the Institution's request for funds in support of such special employment and upward mobility initiatives in the fiscal year 1990 budget, and that the Institution has decided to apply a portion of the 1990 OMB allowance to fund the annualized costs of the January 1989 4.1% pay increase, which the individual units need to absorb for the rest of the current fiscal year.

The Secretary described activities which had taken place with respect to the Museum of the American Indian since the distribution of the agenda papers. He described the situation as fluid yet hopeful -- with indications that further suggested revisions to the proposed agreement between the Heye Foundation and the Smithsonian are expected to be advanced by interested parties in New York prior to the Regents' meeting. The Secretary was encouraged to continue his good faith efforts to bring to the table a draft agreement which would satisfy the principles which the Regents had endorsed in previous discussions.

With respect to plans for an extension of the National Air and Space Museum, the Secretary reported on his meetings with Governors Baliles and Schaefer, noting that he was convinced of their serious interest in having the project in their states. Both governors, he observed, were sanguine about providing significant material support (taking different forms in each case) for the extension within the capacities of their respective offices.

[[underlined]] PROPOSED AMENDMENTS TO THE BYLAWS OF THE BOARD OF REGENTS [[/underlined]]

As considered preliminarily by the Regents at their September 19, 1988 meeting, it was proposed that the Bylaws of the Board of Regents be amended to provide for a nominating committee consisting of at least three Regents and to effect certain other editorial changes, such as eliminating gender-specific references. It was

VOTED that the Board of Regents amends its Bylaws to include a new section establishing a nominating committee as a standing committee of the Board and to incorporate other appropriate editorial revisions as proposed.
